Dave is the Principal/Owner of Rural Health Financial Services, Inc. located in Anacortes, Washington. It was in this rural Northwest community Dave founded his company in 1987 with its primary focus on Rural Health issues.

Services include:
  Financial evaluations and oversight of hospital operations
  Reorganization/restructuring of rural facilities
  Development of internal reporting systems
  Computer and systems selection and implementation
  Development of internal budget processes with emphasis on break-even analysis
  Assistance with hiring of financial managers
  Reorganization of the business office
  Development of internal charging systems
  Evaluation of departmental productivity

Current Projects:
National Advisory Committee on Rural Health:
Dave is a member of the National Advisory Committee on Rural Health, part of the National Office of Rural Health Policy in Washington D.C. and a member of the Technical Assistance Service Center (TASC) located in Duluth, Minnesota.

University of Washington Research Center:
Involved in various rural health financial issues, including the evaluation of the effects of the Balanced Budget Act of 1997 on rural health systems.

Georgia Health Policy Center:
A member of the center's "Networks for Rural Health" program. We are providing oversight on financial issues, conducting financial evaluations of the program's rural hospitals, participating in the strategic planning process, and assisting with the movement toward the Critical Access Hospital program. Developed the "Georgia Model" for the financial evaluation of a hospital moving to Critical Access status.

State of Alaska:
In conjunction with the State of Alaska and their pilot hospital in Valdez, we are developing and evaluating the Critical Access Hospital program for the state.

Various Hospitals:
Continuing financial consulting of Rural Health clients in Washington, Idaho, Montana, Alaska, Utah, and Georgia.

Past Projects:

Dave participated with the University of Washington Community Health Services Development "CHSD" project for the WWAMI region of hospitals and developed the financial review process used in over 30 hospitals.

As the rural hospital financial representative, Dave worked with the State of Washington on various alternative payment systems. These included preliminary financial impact development of the EACH/RPCH program for the State and the development of the State's financial viability index.
